Announcement: Public Teleconference with Dr. Steven Libutti of the National Cancer Institute to discuss the development of an improved method for diagnosing benign versus malignant thyroid lesions

This technology, which uses fine needle aspiration biopsy (FNA), makes use of gene expression profiles and/or their proteins to accurately distinguish malignant thyroid nodules from benign nodules. Additional details were published in the Federal Register on Wednesday, November 5, 2008 [73 FR 65862-65863].

Licensing and collaborative research opportunities will also be discussed.

Researchers Identify Novel Type of Antibody that Potently Inhibits HIV Infection

A small antibody fragment that is highly effective in neutralizing the human immunodeficiency virus (HIV) by preventing the virus from entering cells has been identified by researchers at the National Cancer Institute. This finding may provide insight into the development of new treatments against HIV and other viruses, hopefully in the not too distant future. The study appears online Oct. 20, 2008, in Proceedings of the National Academy of Sciences. The researchers believe that this domain antibody (dAb), m36, represents the first human dAb against HIV reported.

The research team is working to test various combinations of m36 with other inhibitors that may be effective against HIV. The team is also attempting to construct more potent versions of m36. Partnership with industry could speed the ability to evaluate m36 as a potential treatment for HIV. The researchers are also using this approach to identify dAbs against cancer and other disease-related antigens.

David Sadowski Retiring

David Sadowski is retiring after 32 years of government service including 17 years at OTT. For the last 3½ years, Dave served as Deputy Director, Division of Technology and Transfer where he was responsible for many of the changes and improvements that the Division has undergone. Prior to that, he was an OTT Patent Advisor and Acting Assistant Director for Operations and Client Relations.

Dave is retiring from federal service to take a new position at the University of Rhode Island as Assistant Vice President for Intellectual Property Management and Commercialization and Executive Director of the URI Research Foundation.

OTT wishes Dave all the best in his new endeavor!

Kimberly Bennett Selected as Royalties Coordinator

OTT is pleased to announce that Kimberly Bennett has joined the office as a Royalties Coordinator in the Royalties Administration Unit. This unit administers executed license agreements to ensure the collection of royalties and patent prosecution expense reimbursement.

Kimberly comes to OTT with extensive analytical and auditing experience. She was employed as a Senior Accountant at King, King & Associates for over three years, where she managed audits for nonprofit, governmental, banking, and private industry. Prior to that position, she was an Accountant at Catapult Learning.

Kimberly received a Masters Degree in Global Business (Walden University) and a BS in Business Management (Coppin State University).

Third Annual Philip S. Chen, Jr., Ph.D. Distinguished Lecture on Innovation and Technology Transfer

The Office of the Director, NIH, invites you to the third annual Philip S. Chen, Jr., Ph.D. Distinguished Lecture on Innovation and Technology Transfer on Thursday, September 18, 2008, at 11:00 AM in the Lipsett Amphitheater, Building 10, NIH campus in Bethesda, Maryland.

Dr. Robert S. Balaban will present “Innovation in the Imaging Sciences at the National Institutes of Health.” Dr. Balaban is the Director, Division of Intramural Research and Chief of the Laboratory of Cardiac Energetics in the National Heart Lung and Blood Institute. Please join us for this lecture from a leading NIH inventor in the imaging sciences in this series that honors Dr. Phil Chen’s many contributions to the NIH.

OTT Welcomes Two New Technology Licensing Specialists

OTT is pleased to announce that Sury Vepa, Ph.D., J.D. has joined OTT as a Technology Licensing Specialist. Sury comes to OTT with significant experience in patent prosecution and licensing, including most recently serving as a Clinical Law Instructor at the University of Maryland School of Law. Prior to that, he was a Technology Transfer Specialist with NIMH. He has also worked in licensing and legal capacities at the Mount Sinai School of Medicine (Office of Industrial Liaison) and the law firm of Amin & Turocy, LLP.

Sury received his J.D. from the University of Maryland and a Ph.D. in Biochemistry from the Indian Institute of Science.

OTT is also pleased to announce that Steven Standley, Ph.D. has joined OTT as a Technology Licensing Specialist. Steven comes to OTT from the U.S. Patent and Trademark Office where he gained experience in prosecuting patent applications related to Neurobiology. Prior to that, he was a Postdoctoral Scientist at the NIH.

Steven received his Ph.D. in Neurobiology from the University of Southern California and a B.S. in General Science from the University of Oregon.

OTT Staff Members Earn Certified Licensing Professional™ Designation

Office of Technology Transfer staff members Mojdeh Bahar, Steven Ferguson, Norbert Pontzer, Susan Rucker, David Sadowski and Michael Shmilovich have earned the Certified Licensing Professional™ (CLP) credential as awarded by the Licensing Executives Society. They join a growing group of IP professionals who have demonstrated their dedication to higher standards of practice in the licensing industry.

The CLP™ designation distinguishes licensing professionals who have met education requirements and have demonstrated their experience and proficiency in licensing and the commercialization of intellectual property. It is built on internationally applicable standards of practice, knowledge and ethics to differentiate licensing professionals who have taken the steps necessary to become certified.

After extensive industry research, the CLP™ certification was created in 2008 as an initiative of the Licensing Executive Society (USA and Canada), Inc. to recognize licensing professionals who are committed to professional development and the attainment of their skills and knowledge necessary to perform their jobs at the highest level of quality.

OTT Announces Two New Branch Chiefs for the Division of Technology Development and Transfer

OTT is pleased to announce two new Branch Chiefs in the Division of Technology Development and Transfer (DTDT). Sue Ano, Ph.D. will be moving into the position of Chief of the Infectious Diseases and Medical Engineering Branch (IDME) and Mojdeh Bahar, J.D., M.S. will be moving into the position of Chief of the Cancer Branch.

Dr. Ano joined OTT in 2002 as a Technology Licensing Specialist in IDME, following post-doctoral positions at the U.S. Food and Drug Administration and Purdue University, focusing on characterization of biomolecules by NMR spectroscopy. Dr. Ano received her Ph.D. from the Department of Chemistry, Emory University, and her B.S. from the Department of Chemistry, University of Delaware. These research efforts resulted in several peer-reviewed journal publications as well as book chapters.

Ms. Bahar joined OTT in 2004 and has worked as a Technology Licensing Specialist in the Cancer Branch managing complex license and patent prosecution matters. Prior to joining OTT, Ms. Bahar was an Examiner with the United States Patent and Trademark Office (USPTO), and she is a patent attorney registered to practice before the USPTO, the State of Maryland, United States District Court for the District of Maryland, and the United States Court of Appeals for Federal Circuit. She is also a Certified Licensing Professional. Ms. Bahar graduated from the University of Maryland School of Law in 2000, and she received a Master of Arts degree from New York University and a Bachelor of Science degree with Honors in Chemistry and French from Dickinson College.

Dr. Ano and Ms. Bahar are currently the Acting Chiefs of their respective branches but will formally take on their duties beginning August 18, 2008.

OTT Contributes a Book Chapter on Transfer and Valuation of Technology

OTT has contributed a chapter to Taxation and Valuation of Technology: Theory, Practice, and the Law, published by Irwin Law Inc. The chapter may be viewed at the OTT website at "Transfer and Valuation of Biomedical Intellectual Property."

The chapter describes various approaches to valuation and transfer of intellectual property . Because the process of valuing very early stage technologies is more an art than a science, the objective here is not to enter deeply into the mathematical details -- only brief exposures of the most used methods are presented. Instead, a mosaic of information, sources, and actual cases are provided to the reader -- as examples in the realm of biomedical technology -- in the context of the interplay between government, academic, and commercial players necessary to bring products to the market.

OTT Announces a New Division Director and New Deputy Director

OTT is pleased to announce that Steven M. Ferguson, MBA will be moving into a new senior position as OTT's Deputy Director, Licensing and Entrepreneurship. Steve has worked at OTT since 1990, serving as a licensing specialist and both Deputy Director and Director of the Division of Technology Development and Transfer (DTDT).

Steve holds Master's degrees in Business Administration (George Washington University) and Chemistry (University of Cincinnati) as well as a Bachelor's degree in Chemistry (Case Western Reserve University). He is a registered patent agent with the US Patent and Trademark Office.

OTT is also pleased to announce that Richard U. Rodriguez, MBA has been selected as the new Director, DTDT, OTT. Richard comes to the position with 10 years of experience working at OTT - six years as the Chief of the DTDT Cancer Branch and four years as a Technology Licensing Specialist. Prior to his arrival at NIH, Richard worked in technology transfer at the University of Texas Southwestern Medical Center.

Richard received a Master's degree in Business Administration (University of Houston) and a BS in Biology (Vanderbilt University). He has been a registered patent agent with the US Patent and Trademark Office since 2000.

Richard will begin on June 8 to serve as the new Director, DTDT..

OTT Contributes to Two Book Chapters on India and China

OTT has contributed chapters to two books, Advances in Biopharmaceutical Technology in India and Advances in Biopharmaceutical Technology in China, published by BioPlan Associates. The book chapters can be found on the OTT website at:

"Biopharmaceutical Research Collaborations between India and the West: A Guide to Prospective Partnerships" and

"Biopharmaceutical Research Collaboration between Western and Chinese Life Science Organizations: A Guide to Prospective Partnerships"

The chapters describe the various mechanisms for collaborations in the biomedical area between western medical research organizations and research organizations in these two emerging economies. They also provide case studies regarding currently ongoing collaborative efforts. In particular, the chapters feature the collaboration and funding programs available from the NIH as well as technology transfer activities between the NIH and these two counties. The chapters are designed to provide guidance for individuals and organizations who are interested in collaborating and partnering with the NIH in the development of medical products.

OTT Welcomes a New Director of the Division of Policy

Ann Hammersla is joining the Office of Technology Transfer as the Director of the Division of Policy. Ann comes to OTT with over 20 years of transactional experience in technology transfer, including the last six years at MIT as Intellectual Property counsel. Prior to that, she was the Associate Vice Chancellor for Research and Director of the Research and Technology Management Office at the University of Illinois at Urbana-Champaign. She has worked in similar capacities at Syracuse University and the University of Rochester.

Ann served as the 2004 President of Association of University Technology Managers (AUTM) and the AUTM VP for External Relations in 2003. She has been on other committees or boards, including the Council on Governmental Relations (COGR), the BIO Technology Transfer Committee, National Council of University Research Administrators (NCURA), and the Federation of American Societies for Experimental Biology.

Ann received her J.D. from Syracuse University and has authored numerous papers and given presentations worldwide in the area of technology transfer.

Neglected Disease Technologies - Licensing Opportunities Initiative

"Approximately 1 billion people - one sixth of the world's population - suffer from one or more neglected tropical diseases": a staggering statistic from the World Health Organization (WHO).

On the flip side, WHO also points out many successes in the global efforts to reduce/prevent the diseases that mainly affect impoverished and marginalized populations. Here are a few examples:
  • 14.5 million people have been cured of leprosy.
  • The number of people infected with guinea-worm disease has dropped from 3.5 million to just 10,000.
  • More than 25 million hectares of land previously infested with black flies leading to river blindness are available for resettlement and cultivation.
  • Millions of people are now protected from lymphatic filariasis.
But more must be accomplished...

In contribution to this goal of combating neglected diseases worldwide, laboratories at both the National Institutes of Health (NIH) and the U.S. Food and Drug Administration (FDA) engage in numerous research activities related to the diagnosis, treatment, and prevention of these diseases.

Many of the resulting technologies are available for licensing to the private sector for further research & development and potential commercialization.

In an attempt to provide a more collaborative, consolidated, and systematic approach to the development of products for neglected diseases, the NIH Office of Technology Transfer (OTT) recently launched a new website module listing these licensing opportunities (http://www.ott.nih.gov/neglecteddiseases).

We also encourage not-for profit organizations, academic research centers, and foundations in the U.S. and abroad to submit technologies available for licensing from their institutions. Please visit http://www.ott.nih.gov/neglecteddiseases/submit to initiate this process. Parties interested in licensing will be directed to the institution owning the technology.

Reminder of special interest to the private sector: In September 2007, the U.S. Food and Drug Administration Amendments Act of 2007 was signed into law. One of the provisions provides an incentive in the form of a transferable "priority review voucher" to companies that obtain approval for a drug or biologic targeting a neglected tropical disease (Pub. L. 110-85, title XI, § 1102, Sept. 27, 2007, 121 Stat. 972, 973). Licensing Opportunities for Medical Imaging Technologies

The NIH Office of Technology Transfer has developed a new electronic brochure for medical imaging-related technologies that are available for licensing. The brochure will be a welcome and easy to use resource for entrepreneurs and developers looking for breakthrough imaging technologies for the detection and diagnosis of disease.

The brochure features technologies that are hyperlinked directly to the abstract, contact and other relevant information on the OTT website. This process will streamline information dissemination and provide an integrated online experience to the technology seeker. Licensing Opportunities for Rare Disease Technologies

Less than a year since its launch, the Rare Disease and Conditions Technologies initiative by the NIH Office of Technology Transfer (OTT) and the NIH Office of Rare Diseases (ORD) has seen a phenomenal growth of this website. The website module was developed by OTT and ORD in an attempt to provide a more collaborative, consolidated, and systematic approach to the development of products for rare diseases and conditions. Not-for profit organizations, academic research centers, and foundations in the U.S. and abroad are encouraged to submit technologies available for licensing from their institutions.

There are now 22 participating institutions that have brought their 295 rare disease related technologies to this exciting new initiative. As of today, OTT has contributed 237 rare-disease technologies to this site and is constantly adding new ones as they become available.
